India's EPFO Replaces EPF Tax Forms 15G, 15H with Single Form 121
India's Employees' Provident Fund Organisation (EPFO) introduced Form 121 from April 1, 2026, simplifying tax deducted at source (TDS) relief declarations for eligible provident fund withdrawals.

New Unified Tax Declaration Takes Effect
India's Employees' Provident Fund Organisation (EPFO) has implemented a new unified tax declaration form for eligible members seeking relief from tax deducted at source (TDS) on specific income, including provident fund withdrawals. Effective from April 1, 2026, the new Form 121 replaces the previous age-based Forms 15G and 15H.
This change applies to the financial year 2026–27 and onwards, streamlining the documentation process for individuals seeking tax exemptions on their Employees' Provident Fund (EPF) withdrawals.
Simplification Without Automatic Exemption
The introduction of Form 121 aims to simplify tax compliance by eliminating the need for separate declarations based on the applicant's age. Previously, individuals under 60 years used Form 15G, while senior citizens submitted Form 15H for the same purpose. The EPFO's consolidated approach removes this distinction.
However, the organisation clarifies that submitting Form 121 does not automatically render all provident fund withdrawals tax-free. Members must still meet specific eligibility criteria to claim TDS relief.
Eligibility and Annual Validity Requirements
To qualify for TDS relief using Form 121, individuals must declare that their estimated total income for the relevant financial year will not incur any tax liability, as per applicable income tax provisions. The tax treatment of EPF withdrawals depends on factors such as the circumstances of withdrawal, the period of service, and prevailing income tax rules.
Furthermore, Form 121 has limited validity, applying only to the tax year in which it is submitted. Members seeking benefits in subsequent financial years must file a new declaration annually, provided they continue to meet the eligibility conditions.
This regulatory update requires Indian EPF members to proactively assess their estimated annual income and tax position before making withdrawals. While Form 121 simplifies the declaration process, accurate self-assessment of eligibility remains crucial.
Submitting an incorrect or ineligible declaration will not remove the underlying tax obligation if a withdrawal is indeed taxable. Individuals should review the latest EPFO instructions and income tax provisions to ensure compliance and avoid unexpected tax deductions on their provident fund savings.
