Singapore, UK Advance Digital Asset, AI Finance Cooperation
The 11th Financial Dialogue on 20 October saw MAS and HM Treasury review initiatives for cross-border tokenisation, AI safeguards, and quantum security in financial services.

Singapore, UK Deepen Digital Finance Ties
The 11th UK-Singapore Financial Dialogue, held in Singapore on 20 October 2026, saw officials from the Monetary Authority of Singapore (MAS) and HM Treasury (HMT) review cooperation across digital assets, artificial intelligence (AI) in finance, and quantum security.
Representatives from the Bank of England (BoE) and the Financial Conduct Authority (FCA) also attended, alongside diplomatic missions. Discussions extended to capital markets and sustainable finance, with plans for further international cooperation in 2027, when the UK will host the next dialogue. This regular exchange aims to align regulatory approaches and foster innovation in key financial technology areas.
Advancing Digital Assets and Tokenisation Initiatives
Both nations shared updates on initiatives supporting cross-border tokenisation and wholesale digital financial markets. Singapore highlighted MAS' Project Guardian, BLOOM, and Global Layer One (GL1), which aim to develop institutional digital asset infrastructure.
The UK presented its Wholesale Financial Markets Digital Strategy, the Wholesale Digital Markets Champion programme, and the Digital Securities Sandbox. Officials also reviewed ongoing tokenisation work by the BoE and FCA, alongside developments in crypto-assets and stablecoins, considering their implications for institutional settlements and wholesale markets.
Responsible AI Adoption and Quantum Security
The dialogue also focused on the safe and responsible use of AI in financial services. Singapore detailed its Safeguards for Agentic Finance at Runtime (SAFR) initiative, introduced by MAS with industry partners in July 2026. SAFR establishes governance checkpoints to verify and authorise AI agent actions before execution.
The UK outlined its AI Adoption Plan for Financial Services. Progress under the UK-Singapore AI in Finance Partnership, announced in November 2025, was also reviewed, covering initiatives like PathFin.ai and an AI taxonomy.
Furthermore, both sides discussed preparing financial institutions for quantum-safe technologies, with the UK sharing National Cyber Security Centre guidance and MAS detailing its Quantum Key Distribution sandbox lessons.
Broader Market Development and Asia's Position
Beyond digital finance, the dialogue addressed efforts to strengthen capital markets and sustainable finance. Singapore's MAS outlined measures from its Equities Market Review Group to enhance market competitiveness and the Growth Capital Workgroup's efforts to improve financing across deal origination and capital raising.
The UK shared updates on its capital markets reforms and initiatives supporting venture and growth capital. These discussions, particularly Singapore’s focus on market competitiveness and digital finance innovation, signal a commitment to maintaining its status as a regional financial hub.
For Asian investors and companies, this collaboration can lead to more robust digital financial infrastructure and potentially new cross-border investment opportunities in tokenised assets and AI-driven services.
