Singapore Boosts Market Access, Investor Guides for IPOs
The Monetary Authority of Singapore (MAS) is supporting new retail investor guides for initial public offerings (IPOs) and enhancing regulatory frameworks to attract more listings.

Enhancing Investor Understanding
Singapore's Monetary Authority (MAS) is partnering with the Securities Investors Association (Singapore) (SIAS) to create new guides for retail investors interested in initial public offerings (IPOs). Announced by Chee Hong Tat, Deputy Chairman of MAS, at the SIAS Investors’ Choice Awards on 21 October, these guides will simplify key information from public offer documents.
Their purpose is to highlight crucial areas for examination without providing investment recommendations. This initiative aims to improve investor comprehension before committing capital to newly listed companies.
Regulatory Streamlining and Research Support
Beyond investor education, MAS is reviewing regulations to encourage more independent research on IPOs. The Grant for Equity Market Singapore (GEMS) Research scheme was expanded last year, in 2025, to provide additional funding for comprehensive research coverage. Furthermore, MAS and SGX RegCo plan to consolidate listing review functions under SGX RegCo by January 2027. This change would offer IPO applicants a single regulatory point of contact, streamlining the listing process.
Rising Market Activity
These measures coincide with Singapore's efforts to attract more company listings and enhance stock market liquidity. The Singapore Exchange (SGX) reported 10 new listings as of August this year, raising approximately S$1.4 billion. Average daily trading volumes have surpassed S$2 billion, marking an increase of over 40 percent from 2025 figures.
Turnover among the Next 50 constituents also saw a significant rise of 93 percent, indicating growing market engagement.
The upcoming changes signal a clearer and more efficient market for companies seeking to list in Singapore, potentially expanding the pool of investable assets. For investors, MAS will provide further support to SIAS, broadening investor education, engagement, and recourse efforts.
Next week, the Corporate Governance Advisory Committee is expected to release proposals aimed at strengthening board independence, accountability, and long-term shareholder value. These combined efforts could foster a more informed investor base and a more robust listing environment for the Singapore market.
