Singapore's Elite Talent Pass Holders Double to 8,500

Singapore's Overseas Networks and Expertise (ONE) Pass holders reached 8,500 by end-2025, more than doubling since the scheme's 2023 launch. This growth reflects the city-state's strategy to attract top global talent.

Talent Pass Holders See Rapid Growth

Singapore's Overseas Networks and Expertise (ONE) Pass holders reached 8,500 by the end of last year, marking a significant increase in top-tier foreign talent. This figure represents more than double the number recorded in 2023, the scheme's inaugural year. Jasmin Lau, acting minister for Manpower, provided these detailed figures in a written parliamentary reply.

The pass count grew steadily from 3,600 at the close of 2023 to 6,300 by the end of 2024, before reaching the current total of 8,500. This consistent rise demonstrates a clear trend in attracting high-value professionals.

Target Sectors and Eligibility

Financial and insurance services, information and communication, and professional services collectively account for approximately 70% of all ONE Pass holders. The ONE Pass, launched in 2023, functions as a personalised work visa. It targets top foreign talent across diverse sectors, including business, arts, sports, academia, and research.

Applicants must have earned at least S$30,000 (US$23,370) monthly in the preceding year, or expect this salary from a future Singaporean employer.

Strategic Intent and Regional Competition

The steady growth in ONE Pass holders demonstrates the pass's appeal to global talent, according to Minister Lau. Singapore introduced the scheme to strengthen its position in attracting and retaining international expertise. This strategy supports Singapore's broader efforts to compete with other regional financial hubs, such as Hong Kong.

Notable individuals, including an A*STAR assistant director and OpenAI's international strategy director, hold the ONE Pass.
