New World, China Merchants Eye 2028 Hong Kong Presales
The joint venture targets a market recovery for its Pak Shing Kok residential project, as New World Development issues US$189.3 million in new bonds.

Hong Kong Project Targets 2028 Launch
New World Development and China Merchants Land have initiated construction on a joint residential complex situated in Pak Shing Kok, Tseung Kwan O, Hong Kong. The consortium anticipates commencing presales for this development in 2028.
This timing is strategically aligned with forecasts from property surveyors, who predict an easing of market pricing pressures by the projected launch date.
Market Recovery Key for Developers
James KT Cheung, an executive director at Centaline Surveyors, highlighted that Hong Kong's current property values remain below their 2022 levels. He suggested that a market recovery to those 2022 price points by the time the Pak Shing Kok project goes on sale would significantly reduce pressure on developers regarding new project pricing.
Furthermore, Cheung assessed the land premium for the site, approximately HK$3,800 per square foot of gross floor area, as reasonable when compared to recent land acquisition costs.
New World Development Bolsters Finances
Separately, consortium member New World Development has completed a bond exchange programme. Through this initiative, the company issued US$189.3 million in new bonds, which carry longer maturity terms.
This financial manoeuvre aims to extend the company's debt repayment schedule, providing enhanced liquidity and flexibility as it progresses with the Pak Shing Kok development and manages its broader financing needs.
The decision to target 2028 for presales indicates New World Development and China Merchants Land are banking on a substantial rebound in Hong Kong's residential market. Investors in the city's real estate sector should closely monitor key indicators such as property price indices and the outcomes of future land tenders over the next two years.
These metrics will offer insights into the market's trajectory and the likelihood of prices returning to 2022 levels, which is crucial for the project's profitability.
