New Incentive for Formal Employment

India's government, through the Employees’ Provident Fund Organisation (EPFO), has launched the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY). This scheme provides an incentive of up to ₹15,000 to individuals joining the formal workforce for the first time. The initiative seeks to encourage the formalisation of employment across the country. The benefit is not automatic; it depends on meeting specific eligibility and service conditions outlined by the scheme.

Employee Eligibility and Wage Limits

To qualify for the PM-VBRY incentive, an employee must become an Employees’ Provident Fund (EPF) member for the first time. The scheme targets eligible jobs created between 1 August 2025 and 31 July 2027. Furthermore, employees must have monthly wages of up to ₹1 lakh to be considered.

The incentive amount is equivalent to one month's eligible EPF wage, with the ₹15,000 serving as a maximum cap. Meeting the salary criterion alone does not guarantee eligibility; other conditions must also be satisfied.

Payment Structure and Conditions

The PM-VBRY incentive is disbursed in two instalments. The first payment becomes available after an employee completes six months of continuous service. The second instalment requires 12 months of continuous service and the completion of a prescribed financial literacy programme.

This second payment is not necessarily immediate cash; scheme guidelines specify it should be placed into a suitable savings instrument or deposit account for a set period. Payments are made via Direct Benefit Transfer (DBT) to Aadhaar-seeded bank accounts.

Why it matters

The PM-VBRY scheme also includes a separate incentive for employers, offering up to ₹3,000 per month for each additional eligible employee hired. This aims to reduce the cost of formalising new hires for businesses. For first-time employees, understanding the scheme's requirements is crucial.

They must verify their EPF membership history, ensure their employer's compliance with contributions, maintain continuous service, and complete the financial literacy programme for the full benefit. Accurate Universal Account Number (UAN) and Aadhaar details are essential for receiving payments.
