ASEAN Energy Transition Roadmap Targets £520bn Annual Investment
Southeast Asia's new roadmap, developed with ACE and SEforALL, forecasts 8.6 million new jobs by 2050 as the region shifts from fossil fuels towards carbon neutrality.

New Roadmap for Regional Energy
The ASEAN Energy Transition and Investment Roadmap (ETIR) debuted on 14 October 2026 at the ASEAN Energy Business Forum (AEBF-26) in Manila. This new framework offers a regional analysis for Southeast Asia's energy system through 2050. It details how the region can meet rising energy demand while pursuing its long-term carbon neutrality goals.
Sustainable Energy for All (SEforALL) developed the ETIR with the ASEAN Centre for Energy (ACE) and ASEAN Member States, supported by the UK Mission to ASEAN.
Investment and Sectoral Shifts
The ETIR projects an average annual investment of approximately GBP 520 billion through 2050 under a net-zero pathway. Power and transport sectors are expected to attract the largest shares of this capital. The roadmap indicates fossil fuel supply could decrease by around 57% by 2050 compared to a business-as-usual scenario.
Concurrently, renewables may account for about 44% of total primary energy supply. Electrification, hydrogen, bioenergy, and carbon management technologies are identified as crucial transition options.
Economic Opportunities and Cooperation
The transition could generate significant economic and employment benefits. By 2050, the net-zero pathway is forecast to support approximately 8.6 million more jobs than a business-as-usual approach. The ETIR also proposes specific measures to assist workers and communities impacted by declining fossil fuel activities.
Furthermore, the analysis shows that increased cross-border electricity trade and grid interconnection can boost regional energy security and system flexibility.
Companies active in Southeast Asia's power, transport, and related infrastructure sectors will see substantial capital flows over the next two decades. Dato’ Ir. Ts. Razib Dawood, Executive Director of ACE, stated the report clarifies how ASEAN can mobilise investment for energy security and transition.
Businesses should track policy developments and investment tenders that align with the ASEAN Plan of Action on Energy Cooperation 2026–2030 targets. This plan reinforces the region’s commitment to green growth and could drive new project opportunities.
