Italian Regulator Probes Microsoft Gaming Virtual Currencies

Italy's antitrust body is investigating Activision Blizzard and other Microsoft-owned gaming firms for transparency in digital item purchases, as part of a broader EU consumer protection effort.

Italian Regulator Initiates Probe

The Italian Competition Authority announced on 8 October 2026 that it has opened an investigation into several Microsoft-owned video game developers, including Activision Blizzard. The probe focuses on these companies' use of virtual currencies within their games.

The regulator stated concerns over the transparency and fairness of digital item purchases, particularly regarding consumer understanding of actual spending and the protection of minors in the gaming sector.

EU-Wide Consumer Protection Drive

This Italian action is part of a larger, coordinated initiative across the European Union, led by the EU's Consumer Protection Cooperation (CPC) Network. In September 2026, the CPC Network initiated actions against nine video game companies, which included Riot Games, Ubisoft, and Supercell.

The Italian Competition Authority will serve as the lead authority for this coordinated effort, collaborating with regulatory bodies in Norway and Denmark. The objective is to identify any "widespread infringement" of EU consumer protection rules that might affect consumers in at least three member states.

Transparency Concerns in Digital Purchases

The core issue under scrutiny is the pricing structure of in-game purchases. The Italian regulator highlighted that transactions for cosmetic upgrades, weapon enhancements, and other digital items are often denominated in virtual currencies rather than euros.

This multi-layered conversion process can obscure the true cost for consumers, making it difficult for them to comprehend their expenditure. This current probe complements national investigations the Italian regulator launched in December 2025 into Microsoft group companies over popular titles "Diablo Immortal" and "Call of Duty Mobile".

Asia's Growing Virtual Economies Face Scrutiny

The European focus on virtual currency transparency carries implications for Asia's rapidly expanding gaming market. With a significant user base and high engagement in in-game purchases, Asian economies like South Korea, China, and Japan are major hubs for virtual economies.

Regulatory bodies in these regions, and across Southeast Asia, may observe the outcomes of these European probes. Companies operating in Asia that utilise similar virtual currency models could face increasing pressure to enhance pricing transparency and consumer protection measures to preempt similar regulatory actions.
