RBI to Auction ₹23,300 Crore in State Bonds for Eleven Indian States
The Reserve Bank of India will conduct the auction on October 27, 2026, offering a mix of new and re-issued securities with varying maturities.

State Governments Seek Funding
Eleven Indian state governments are preparing to raise an aggregate of ₹23,300 crore (approximately US$2.79 billion) through an auction managed by the Reserve Bank of India (RBI). The sale, scheduled for October 27, 2026, will involve a combination of new and re-issued government securities.
This capital raising initiative is crucial for states to finance their various development projects and public expenditures. The auction will be facilitated through the RBI's E-Kuber core banking system, ensuring an electronic and streamlined bidding process for participants.
Bidding Process and Investment Details
The auction on October 27 will accommodate both competitive and non-competitive bids. Non-competitive bidding, open to eligible individuals and institutions, allows for up to 10 per cent of the notified amount for each stock, with a maximum of one per cent for any single bid. Individual investors also have the option to place bids via the Retail Direct portal.
Competitive bids are accepted between 10:30 AM and 11:30 AM, while non-competitive bids close earlier at 11:00 AM. The minimum investment amount for these securities is ₹10,000, with subsequent investments in multiples of this figure.
Interest Rates and Eligibility
Interest rates for the new state government stocks will be determined by the RBI at the auction, with half-yearly payments scheduled for April 28 and October 28 until maturity. Re-issued government stocks will maintain the interest rate from their original issue date, also paid semi-annually.
A significant aspect for financial institutions is that these state government stocks qualify as eligible investments for banks to meet their Statutory Liquidity Ratio (SLR) requirements, as per Section 24 of the Banking Regulation Act, 1949. Furthermore, these securities are eligible for the ready forward facility, enhancing their liquidity in the market.
This auction provides Indian states with essential funding, while offering a key investment opportunity for banks. The SLR eligibility makes these securities an attractive option for banks seeking both regulatory compliance and portfolio diversification.
For institutional and individual investors, it offers access to government-backed debt with predictable, semi-annual income streams. The outcome of the October 27, 2026, auction will establish new benchmarks for state government borrowing costs, influencing future debt issuances and broader market sentiment in India's debt market.
