Hong Leong, GuocoLand Bid S$576.8M for Record Singapore Condo Site
A joint venture between Hong Leong Holdings and GuocoLand secured Singapore's Berlayar Drive condo site with a S$576.78 million offer. This establishes a new price record for 99-year leasehold city-fringe Government Land Sale (GLS) residential sites, demonstrating developer confidence in the Greater Southern Waterfront redevelopment.

Sole Bid Sets New City-Fringe Record
A consortium formed by Hong Leong Holdings unit Intrepid Investments and GuocoLand submitted the only bid for a 99-year leasehold condominium plot in Singapore. Their S$576.78 million (US$450 million) offer for the Berlayar Drive site sets a new benchmark.
This is the highest price paid for a 99-year Government Land Sale (GLS) pure private residential site located in the city fringe. The site is part of Singapore’s larger Greater Southern Waterfront redevelopment programme.
Billionaire-Backed Joint Venture
Singaporean billionaire Kwek Leng Beng controls Hong Leong Holdings. Malaysian billionaire Quek Leng Chan leads GuocoLand. These first cousins, from the family that built the Hong Leong business empire, collectively control the bidding entities. The Urban Redevelopment Authority (URA) will likely award the Berlayar Drive site to this consortium, according to analysts.
The plot spans over 25,200 square metres and can accommodate approximately 415 private residences, The Edge Singapore reported.
Long-Term Potential, Price Limitations
The sole bidder's interest shows recognition of the Berlayar and Keppel precincts' long-term potential, stated Marcus Chu, CEO of ERA Singapore. These areas benefit from planned housing, new amenities, and wider master-planned developments. However, the project's lower height could limit achievable property prices, noted Nicholas Mak, chief research officer at Mogul.sg.
Residential units on lower floors typically command less than higher-floor units. Wong Shanting, head of research at Newmark, also highlighted limited panoramic waterfront views due to the low-rise nature.
Future Development in Greater Southern Waterfront
This transaction follows the first Berlayar estate site tender last November. Kingsford Group secured that site with a S$918.3 million bid. Developers may be conserving capital for a third GLS site in the precinct. This next parcel, adjacent to the first, is scheduled for launch in December. It can accommodate around 695 private homes.
This ongoing activity demonstrates sustained developer interest in Singapore's strategic Greater Southern Waterfront area, despite some individual site constraints.
