Bill Gates, TerraPower Deals Solidify South Korea's SMR Manufacturing Role

Bill Gates' recent Seoul visit and TerraPower's new agreements reinforce South Korea's position in the expanding Small Modular Reactor (SMR) manufacturing sector. Korean firms secured deals to supply critical components for US projects.

Gates' Visit and Deals

Bill Gates' recent Seoul visit highlighted South Korea's expanding role in Small Modular Reactor (SMR) manufacturing. The TerraPower founder met senior government officials and leaders from SK Group and HD Hyundai last week. TerraPower signed new agreements, deepening Korean firms' involvement in its supply chain.

SK Innovation, South Korea's largest refiner, signed a preliminary agreement for joint SMR projects. These projects span the United States and other international markets. HD Hyundai and Doosan Enerbility also secured deals to manufacture key reactor components. These parts are for TerraPower's Natrium project in Kemmerer, Wyoming.

South Korea's Manufacturing Strength

These agreements demonstrate South Korea's potential as a global SMR manufacturing hub. Major developers are now transitioning from reactor design to actual construction. South Korea possesses established manufacturing and construction capabilities. These capabilities developed over decades building conventional nuclear plants, shipyards, and heavy-industry facilities.

Professor Moon Joo-hyun of Dankook University states Korea's strength lies in managing construction time and costs. This makes Korean partners attractive to reactor developers. Following Gates' visit, the Industry Ministry described Korea's "foundry-scale" nuclear manufacturing ecosystem. This system matured over five decades of constructing and operating nuclear power plants.

The Natrium Project and Korean Investment

The Natrium plant is a 345-megawatt (MW) sodium-cooled fast reactor. It incorporates molten-salt energy storage, allowing temporary output increases to 500 MW. The US Nuclear Regulatory Commission approved Natrium's construction in March. This marked the first US commercial reactor construction approval in nearly a decade.

It was also the first for a non-light-water reactor in over 40 years. Construction began in April, targeting completion by 2030. SK Inc. and SK Innovation invested a combined $250 million in TerraPower in 2022. They became the company's second-largest shareholder after Gates. HD Hyundai invested $30 million in TerraPower in 2022.

It is now the preferred bidder for Natrium's core equipment. The company plans to supply two to three reactor vessels annually.

Why it matters

The TerraPower deals strengthen South Korea's role in the global SMR supply chain. This drives manufacturing orders for its heavy industry firms. For Asian economies, this could lead to lower future energy costs as SMR technology matures. SMRs offer reliable, low-carbon electricity, critical for energy-intensive sectors.

Artificial intelligence (AI) data centres represent a key example. The Korean government's focus on developing domestic SMR technology suggests future competition. This could create new export opportunities or challenge existing suppliers. Businesses should monitor South Korea's progress in commercialising its own SMR designs. This will determine its shift from manufacturing partner to technology leader.
