State Financial Commitment Increases

The Telangana Cabinet has approved the immediate release of two pending Dearness Allowance (DA) instalments for state government employees and pensioners.

This decision, announced by Minister for Revenue, Housing and Information and Public Relations Ponguleti Srinivasa Reddy after a Cabinet meeting chaired by Chief Minister A. Revanth Reddy on Thursday, 1 October 2026, will increase the state's annual financial burden by approximately ₹2,500 crore. The move honours commitments made to employee unions during recent discussions.

These two instalments cover arrears outstanding since 2024, with remaining arrears slated for clearance in future phases, though no specific timeline was provided.

Agricultural Policy and Drought Response

During the same meeting, the Cabinet addressed the economic impact of deficient monsoon conditions, exacerbated by El Nino. Telangana recorded a 17% rainfall deficit during the monsoon season, which concluded on Wednesday, 30 September 2026. In response, the state government plans to establish a sub-committee to recommend immediate relief measures for affected areas.

It will also consult with various stakeholders, including political parties and farmers’ groups, and seek assistance from the Central government to declare drought-affected regions. The Cabinet further approved arrangements for paddy procurement during the current kharif season.

Infrastructure and Digital Economy Initiatives

In other key decisions, the Telangana Cabinet moved to accelerate the development of a world-class integrated fruit market at Koheda, located in Rangareddy district. This project will receive full funding from the state government.

The Cabinet also reviewed several long-pending infrastructure initiatives, leading to the suspension of 10 incomplete engineering, procurement and construction (EPC) irrigation projects. Additionally, a new special policy for digital media advertising in Telangana was approved, designed to align with the Digital Advertising Policy set by the Central Bureau of Communication.

Why it matters

The immediate release of DA instalments signals a significant increase in Telangana's recurring fiscal commitments, potentially influencing its budget allocations and financial flexibility in the coming year.

For businesses in the state, particularly those involved in agriculture, the government's proactive drought response and paddy procurement plans aim to stabilise farm incomes and maintain supply chains.

Furthermore, the accelerated fruit market project and the new digital advertising policy indicate specific areas of state-driven economic development and regulatory clarity, which could shape investment and operational strategies for relevant sectors. The suspension of incomplete projects suggests a focus on fiscal prudence and efficient capital deployment.
